Designed to reduce barriers.

Programs may prioritize underserved and medically vulnerable populations, rural or resource-limited communities, students with financial need, and organizations serving people who experience barriers to rehabilitation and health education.

Eligibility and selection procedures for grants, scholarships, fellowships, or services will be documented, objective, mission-related, and nondiscriminatory.
